In various posts we have already begun to address the issue of preparing for the new community planning period 2021-2027 . But now the debate comes into full swing! We are in 2020, the last year of the current planning period.
The European Parliament has been elected and the European Commission is operational. All conditions are in place for new and substantial updates soon, after a period of relative stagnation.
For you in this post… a small, very first “guide” to 2021-2027 programming, which we will keep updated in the coming months!
But let’s go in order, going over the main steps together:
- First post: overview and preparatory work on the new financial framework;
- second post: following the first drafts of the financial framework and major European programs, produced by the European Commission; accompanied by our first summary statement;
- Third post: update on the process and major milestones expected in the months ahead;
- Fourth post: following the European Parliament’s resolutions on most of the Commission’s proposals; accompanied by our second all-encompassing prospectus;
- Fifth post: presentation of the new European Commission (freshly appointed) and other updates.
What has happened that is new and important in these last few months?
- As mentioned earlier, the new Parliament and the new European Commission are fully operational; moreover, the Brexit process (with major repercussions on EU policy and budget) seems to have reached a decisive stage;
- The European Commission contributed to the European Council debates on the 2021-2027 budget with new documents and new comments on the data and structure of the budget;
- The European Council produced a new draft negotiating outline accompanied by figures (missing from the previous one, which we discuss here);
- Negotiations continue, with a revision (downward trend) of the amounts provided for in the European Commission’s initial proposal (see table below).
We prepare for the new programming period with a new summary prospectus on community programming 2021-2027, which complements and replaces the previous ones.

In all cases, the European Parliament’s resolutions on the Commission’s proposals remain the most up-to-date consolidated documents, but it is also useful (for the Programs in which you are most interested) to regularly follow the ongoing debate in the European Council (the main actor in the current phase of the EU legislative process) through the appropriate column in our prospectus.
Of course, we will continue to update you and the prospectus at key moments in the approval process of the financial framework and community programs.
