How to define and measure impact in European projects
We publish today a latest in-depth study on monitoring and evaluation in European projects, focusing on a very complex and debated topic, namely how the impact of a project can be defined and appreciated.
This update takes up the following themes and tries to answer the following questions:
- Define the topic. Why is it so difficult to talk about impact and (especially) measure it? How to elaborate this concept into something tractable and relevant in the context of European projects?
- Counterfactual analysis. What is meant by “counterfactual analysis”? What is its relevance to the impact measurement of a project?
- Impact as a change in a trend. Is it possible to apply a concept of impact that includes some kind of feedback with objective data? How?
