The debate on the new EU financial framework 2021-2027 is ongoing: we have already discussed it in previous posts, and the process continues with the usual readings and reviews by the European Parliament and the European Council. Where do we stand and how does it work?
As explained earlier, aspecial page on the European Commission’s website shows upcoming events and information on what has already been accomplished in preparation for the approval of the 2021-2027 budget. Another page on the European Parliament website, however, provides more details on the procedure.
Here, in summary, are the main milestones of the reflection on the 2021-2027 multi-year financial framework:
- March 1, 2017: White Paper on the Future of Europe. A discussion paper from the European Commission regarding the challenges facing the European Union and possible options for addressing them. A first step in setting the context behind the future financial framework;
- March 14, 2018: resolution on the multi-year financial framework. Recommendations of the European Parliament in view of the forthcoming publication of the proposed financial framework 2021-2027 by the European Commission;
- May 2, 2018: proposed regulation on the multi-year financial framework (and its annex). The first official draft of the financial framework proposed by the European Commission. On this basis, between May 29 and June 12, 2018, the European Commission submitted detailed proposals for future sectoral spending programs(summarized in our post);
- May 30, 2018: resolution on the multi-year financial framework. A first official view of the European Parliament on the proposal submitted by the European Commission. As can be read in the text, several points will be discussed further;
- September 12, 2018: annual speech of the President of the European Commission to the European Parliament on the State of the Union (with related documents and news). An important stage of analysis and strategic debate on the priorities and challenges of the European Union, to which the EU budget is a response;
- November 13-14, 2018: debate and vote in the plenary session of the European Parliament on Parliament’s Position on the Multiannual Financial Framework 2021-2027. The paper will present a more comprehensive and detailed analysis aimed at reaching a synthesis and agreement with the other European institutions involved in the process (European Commission and European Council). Through the following links it is possible to follow developments, amendments and appointments related to this important document and more generally to the ongoing debate in the European Parliament;
- December 13-14, 2018: next European Council meeting dedicated to the multi-year financial framework. We recommend this paper for an in-depth analysis of the steps planned as part of the MFF approval process by the Council.
The debate (which will extend into 2019) promises to be very interesting and closely concerns our future as European citizens and as Europlanning enthusiasts.
