For new programming, the Guide offers a unique tool: a single, simple page to access all information on all European programs
Something new
Always and regularly, in discussions with our readers, we ask what could make the Europlanning Guide an even more useful and effective tool. The newly published prospectus, which will constitute Chapter 1.4. of the Guide, is one of the most significant innovations with which we decided to approach the 2021-2027 programming period. Let’s see together what it is and how best to use it in our europlanning activities.
An all-encompassing tool
The new prospectus provides an overview of the entire 2021-2027 community fund programming. Indeed, it includes:
- all community programs, from the largest and best known to the smaller and more specific ones (described in more detail in Chapter 4);
- all community funds under indirect or shared management (described in detail, since this is national and regional programming, in Chapters 5 and 6).
Each fund and program is associated:
- To one of the six main headings of the community budget: 1. Single market, innovation and digital, 2. Cohesion, resilience, and values, 3. Natural resources and environment, 4. Migration and border management, 5. Security and defense And 6. Neighborhood and the rest of the world;
- To an internal orientational categorization: A. “Must-see” programs, B. New in 2021-2027 programming, C. Programs with specific scope, and D. Structural, rural and fisheries funds.
A concise tool for all European programs
All information on 2021-2027 programming is summarized on one easily browsable web page. A description of only 4 lines is provided for each program, but it is completely comprehensive, organized as follows:
- 1 line summary description (defining the subject area);
- 1 line devoted to financial allocation (with distinction between standard allocation and NGEU);
- 1 line devoted to all useful links to understand the program, in all its facets;
- 1 line devoted to links of Agencies and Directorates General responsible for the program.
Thus, on one page there is, literally and in a small space, everything you need. Chapter 4 provides a further narrative description of the main EU programs, while Chapters 5 and 6 provide more detail on national and regional programming for structural, rural development and fisheries funds.
The in-depth links, taken seriously
Thus, most of the content in the prospectus relies on external links: but they are not just any external links. In fact, they take primary and official sources and-in most cases-the same source to analyze the same aspect, for each of the programs. This makes program information particularly homogeneous and readable in its various facets, program after program. The in-depth information provided by the prospectus covers the history of each program, its topicality, outlook and respective operational declinations (calendar, calls, events, etc.). More specifically, the following in-depth links are provided for each fund and program:
- Analysis: the link to the debate that led to the launch of a fund or program, with policy analysis and insights;
- Iter: the link to the steps in the legislative process that led to the formal adoption of a fund or program;
- Text: the link to the text of the regulation that forms the legal basis of the fund or program and defines its characteristics;
- Status: the link to information about what a fund or program is achieving, the evaluation of its impact, and what has happened in previous phases;
- Info: a link to a summary sheet that provides key information and links related to the fund or program;
- Calls for proposals: the direct link to access the calls funded by the program;
- Results: the link to the list of projects already funded under the fund or program;
- Site: the link to the main website of the fund or program;
- Docs: the link to the main reference documents (legislative base, work programs, guides and forms);
- News: the direct link to major news about the fund or program;
- Events: the direct link to learn about major events related to the fund or program.
A mine of information, at your fingertips
This prospectus thus constitutes a veritable mine of information available to all Europrojectors:
- both of the less experienced, to be able to appreciate and delve into the whole framework of the 2021-2027 community programming at a single glance;
- both of the most experienced, to have a single, quickly searchable point of access to the most important sources of the community programs on which they work or intend to work.
Of course, none of this replaces either the introductory framework of the rest of Chapters 1 and 2 of the Guide, or the detail of the sheets provided in Chapters 4, 5 and 6, or (of course) the technical and operational insights in Chapter 3. However, if one can say so, all the essentials for understanding 2021-2027 programming can be found in these pages. We hope they will be a useful aid in effectively seizing the opportunities provided by community funds for the next 7 years.
