The call for applications is open NEVER ALONE, under the European initiative Epim (European Programme for Integration and Migration)., promoted by Cariplo Foundation, Society of St. Paul, Fondazione con il Sud, Enel Cuore, Fondazione CRT, Fondazione Cassa di Risparmio di Cuneo, Fondazione Cassa di Risparmio di Padova e Rovigo, Fondazione Monte dei Paschi di Siena, to strengthen and innovate the ways in which foreign minors and youth are taken care of on the Italian territory. 3.5 million euros to address a challenge of priority importance that involves us closely and where Italy is at the forefront in Europe.

BACKGROUND:

The presence of unaccompanied foreign minors (MSNAs) in Italy and in all European countries continues to grow. 12,360 UNACCOMPANIED MINORS LANDED ON OUR SHORES IN 2015 (UNHCR). In recent years and since the Middle East and North African crises of 2011, the substantial flow of unplanned arrivals by sea has increased the number of children and young migrants who have made the journey with their parents or alone. In particular, according to data released by the U.N. High Commissioner for Refugees, out of 154,000 migrants who landed on our shores in 2015, more than 16,000 were minors, and as many as 12,360 of them were unaccompanied, accounting for 75 percent of the minors who arrived. Mostly Eritreans, Egyptians, Gambians and Somalis are the very young people who have crossed the Mediterranean alone to reach Italy.

At the end of 2015, there were 11,921 unaccompanied minors in Italy, an increase of 13 percent over 2014. Italy ranks third in Europe for international protection applications filed by minors.

The characteristics of minors have changed over time: they have a higher average age and are predominantly male, posing new challenges to individual countries’ reception systems. THE CHALLENGE.

The Never alone Call for Proposals involves eight foundations: Fondazione Cariplo, Compagnia di San Paolo, Fondazione con il Sud, Enel Cuore, Fondazione CRT, Fondazione Cassa di Risparmio di Cuneo, Fondazione Cassa di Risparmio di Padova e Rovigo, and Fondazione Monte dei Paschi di Siena, and is part of a European initiative carried out in collaboration with EPIM(European Partnership Integration and Migration), a joint intervention by several European foundations aimed at strengthening the role of civil society in influencing EU policy developments on migration and supporting constructive approaches for migrants in the European context. Actions will be carried out at the European level in Germany, Belgium and Greece, as well as in Italy.

THE NEVER ALONE ANNOUNCEMENT

The Never Alone: a possible tomorrow for unaccompanied refugee minors and youth call aims to find solutions for the reception and integration of MSNAs present throughout the country. Projects implemented in collaboration between third-sector organizations and public agencies, aimed at strengthening multidimensional systems of caregiving that can ensure effective and long-term inclusive pathways, will be supported. Several areas of intervention: reception, education, training, accompaniment to autonomy in the transition to adulthood, strengthening and dissemination of the practice of foster care and the system of voluntary guardians, and reception of girls. Budget 3.5 million reserved for public-private partnerships throughout the country.
